So I've been working on other solutions for a while, and I finally hit on something that seems to work. But I also couldn't simply have these spells be as strong as they are right at level 1.

To ensure the game updates properly, activate the list at the entrance to the Sanctuary at any time after completing the training sequence at the start of the game, then unequip and re-equip your characters.
